S-PaSS is a paperless application initiated by the Department of Science and Technology that offers a convenient and safe way of processing travel authority online for domestic travel.

With the completion of the Safe, Swift, and Smart Passage (S-PaSS) travel and mobility management system in the province of Pangasinan, travelers passing through the area would need to register to secure a permit.

This system helps the LGUs monitor visitors and travelers in their localities by scanning their unique S-PaSS QR code, which automatically records any visit to an electronic logbook.


In support of the provincial government of Pangasinan’s endeavor, the city government of Urdaneta has started the implementation of S-PaSS. It reiterates that one S-PaSS QR code is equivalent to one traveler only, as this would accurately represent the number of travelers going into the locality.

Travelers must upload all necessary documents required by the local government unit (LGU) of Urdaneta, and the generated permit will be presented at border checkpoints. The checkpoint personnel will verify the authenticity and validity of the travel permit or S-PaSS.


The LGU announces that external travelers from the province of Bulacan, Cavite, Laguna, Rizal, the municipality of Pateros, and NCR are denied to enter neither the city. However, this excludes essential travel, including but not limited to travel by frontline services, government personnel, emergency, humanitarian cases, and movement of cargo.

With the advancement of technology, all visitors and travelers are reminded that document falsification may be filed against them for violation of the Revised Penal Code or other Special Laws.
